CHARCUTERIE (11D: Meat and cheese arranged on a board) CHARCUTERIE is a term for prepared meat products such as bacon, and ham. CHARCUTERIE may be served on a board paired with cheeses, olives, and nuts. LEAH (24D: "The Half of It" star Lewis)The Half of Itis a 2020 Netflix movie loosely based on Edmond Rostand's 1897 playCyrano de Bergerac. LEAH Lewis portrays Ellie Chu, a shy high school student who is persuaded by Paul (Daniel Diemer) to ghostwrite a love letter to Aster (Alexxis Lemire), a student who Paul has a crush on (as does Ellie). WASHINGTON (AP) — House Republicans unveiled the cost-staving centerpiece ofPresident Donald Trump's"big, beautiful bill" late Sunday, at least $880 billion in cuts largely to Medicaid to help cover the cost of $4.5 trillion in tax breaks. Tallyinghundreds of pages, the legislation is touching off the biggest political fight over health care since Republicans tried to repeal and replace the Affordable Care Act, or Obamacare, during Trump's first term in 2017 — which ended in failure. While Republicans insist they are simply rooting out"waste, fraud and abuse"to generate savings with new work and eligibility requirements, Democrats warn millions of Americans will lose coverage. A preliminary estimate from the nonpartisan Congressional Budget Office said the proposals would reduce the number of people with health care by 8.6 million over the decade. "Savings like these allow us to use this bill to renew the Trump tax cuts and keep Republicans' promise to hardworking middle-class families," said Rep. Brett Guthrie of Kentucky, the GOP chairman of the Energy and Commerce Committee that handles health care spending. But Democrats said the cuts are "shameful" and essentially amount to another attempt to repeal of Obamacare. "In no uncertain terms, millions of Americans will lose their health care coverage," said Rep. Frank Pallone of New Jersey, the top Democrat on the panel, "hospitals will close, seniors will not be able to access the care they need, and premiums will rise for millions of people if this bill passes." Republicans are racing towardHouse Speaker Mike Johnson'sMemorial Day deadline to pass Trump's big bill of tax breaks and spending cuts, preparing to flood the zone with round-the-clock public hearings this week on various sections before they are stitched together in what will become a massive package. Thepolitics ahead are uncertain. More than a dozen House Republicans have told SpeakerMike Johnsonand GOP leaders they will not supportcuts to the healthcare safety net programsthat residents back home depend on. Trump himself has shied from a repeat of his first term, vowing there will be no cuts to Medicaid. All told, 11 committees in the House have been compiling their sections of the package as Republicans seek at least $1.5 trillion in savings to help cover the cost of preserving the 2017 tax breaks, approved during Trump's first term, but that are expiring at the end of the year. But the powerful Energy & Commerce Committee, which handles the nation's health care, energy and other programs has been among the most watched. The committee was instructed to come up with $880 billion in savings and reached that goal, primarily with the health cuts, but also by rolling back Biden-era green energy programs. The preliminary CBO analysis said the committee's proposals would reduce the deficit by $912 billion over the decade — with at least $715 billion coming from the health provisions. Central to the savings are changes to Medicaid, which provides almost free health care to more than 70 million Americans, and the Affordable Care Act, which has expanded in the 15 years since it was first approved to cover millions more. To be eligible for Medicaid, there would be new "community engagement requirements" of at least 80 hours a week of work, education or service for able-bodied adults without dependents. People would also have to verify their eligibility to be in the program twice a year, rather than just once. This is likely to lead to more churn in the program present hurdles for people to stay covered, especially if they have to drive far to a local benefits office to verify their income in person. But Republicans say it'll ensure that program is administered to those who qualify for it. Many states have expanded their Medicaid rosters thanks to federal incentives, but the legislation would cut a 5% boost that was put in place during the COVID-19 pandemic. Federal funding to the states forImmigrantswho have not shown proof of citizenship would be prohibited. There would be a freeze on the so-called provider tax that some states use to help pay for large portions of their Medicaid programs. The extra tax often leads to higher payments from the federal government, which critics say is a loophole that creates abuse in the system. The energy portions of the legislation run far fewer pages, but include massive rollbacks of climate-change strategies President Joe Biden signed into law in the Inflation Reduction Act. JERUSALEM (Reuters) - Israel has not agreed to any ceasefire or release of prisoners with Hamas, but only to a safe corridor to allow the release of Israeli-American hostage Edan Alexander, Prime Minister Benjamin Netanyahu said on Monday. Israel was informed a day earlier of Hamas' decision to release Alexander, the last surviving U.S. hostage, as a goodwill gesture towards President Donald Trump after four-way talks between Hamas, the United States, Egypt and Qatar. The release, which could come as early as Monday, could open the way to freeing the rest of the 59 hostages still held in Gaza, but Netanyahu said Israeli forces would continue recently announced preparations to step up operations there. "The negotiations will continue under fire, during preparations for an intensification of the fighting," his office said in a statement. On Sunday, Hamas said it had been talking with the United States and had agreed to release Alexander, a move key Arab mediators Qatar and Egypt called an encouraging step towards a return to ceasefire talks in the war-torn enclave. The talks came shortly before Trump is set to leave for a visit to the Gulf that will not include a stop in Israel. U.S. officials have tried to calm fears in Israel of a growing distance between Israel and Trump, who last week announced an end to a U.S. campaign against the Iranian-backed Houthis in Yemen, who have continued to fire missiles at Israel. Families of the hostages and their supporters in Israel have pressed the government to reach a deal to secure the release of those still held in Gaza but Netanyahu has faced heavy pressure from hardliners in his cabinet not to end the war. Last week, he announced plans to step up the operation in Gaza, which officials said could be seized entirely by Israeli forces. By Liz Lee and Laurie Chen BEIJING (Reuters) - China will host a summit that includes its key Latin American trade partners this week in an effort to advance influence and partnerships in the region, as Beijing and Washington try to defuse their trade war. Latin American and Caribbean officials including the presidents of Brazil, Colombia and Chile are set to attend the China-CELAC Forum ministerial meeting in Beijing on Tuesday. Bilateral trade with the bloc was worth $427 billion from January to September 2024, according to Chinese data. China's President Xi Jinping will deliver a speech to the summit. The last time Xi addressed the forum was at the first of such meeting 10 years ago. The China-CELAC Forum challenges long-standing American geopolitical and economic dominance in the region, which the Trump administration has sought to counter, and takes place after a weekend of high-stakes trade talks between the U.S. and China that ended on a positive note. U.S. officials touted a "deal" to reduce the U.S. trade deficit, while Chinese officials said both had reached "important consensus" and agreed to launch another new economic dialogue forum. Both will release a joint statement on Monday. China has been trying to marshal a global coalition against what it called an "abuse of tariffs" by the United States. Since the world's two largest economies imposed steep tariffs well above 100% on each other's goods last month, China has reached out to Southeast Asia and Central Asia calling on its trade partners to hold the line against "unilateral bullying" and to uphold multilateralism. China also made progress on trade issues with the European Union, agreeing to discuss setting minimum prices on Chinese-made electric vehicles. The China-CELAC Forum, an intergovernmental cooperation platform between China and Latin American and Caribbean nations, has been a vehicle to deepen dialogue between China and the bloc over trade, investment and infrastructure cooperation under China's Belt and Road Initiative (BRI). Highlighting tensions between China and the U.S. in the region has been the Panama Canal, which U.S. President Donald Trump has threatened to take back. The U.S.-based BlackRock consortium's $23-billion deal to acquire Hong Kong-based CK Hutchison's port operations near the Panama Canal, which Trump hailed as "reclaiming" the waterway, triggered Beijing's concerns and prompted a regulatory review. COMMODITIES TRADE China is the primary buyer of raw materials from Latin America, including copper, iron ore and minerals, but its trade with Brazil could feature this week. Co-inciding with the summit, Beijing will also welcome Brazilian President Luiz Inacio Lula da Silva's state visit on Tuesday. More than a dozen bilateral signings were expected. China is Brazil's largest export market by some length, a trade dominated by commodities like soybeans, iron ore and crude oil. Last year, China bought $37 billion worth of soybeans from Brazil, making it China's primary soybean supplier as the world's largest soybean buyer diversifies away from the United States. China resumed imports of Brazilian soybean shipments last week from five firms previously suspended over phytosanitary concerns. The meeting could discuss business interests from Chinese firms in the world's No. 2 lithium producer after metals group Tsingshan said it remains keen on investment opportunities in Chile's downstream lithium sector. On other fronts, more infrastructure cooperation could be highlighted as the high-profile meeting paves a path towards the BRICS Summit to be hosted in Rio de Janeiro in July. Unlike Panama, which exited the BRI earlier this year, Colombia has ambitions to join China's flagship BRI programme, following the footsteps of Peru which BRI-linked Port of Chancay was inaugurated half a year ago to serve better maritime connectivity between China and South America.
